Exodus

Antisemitic hate crimes undermine the values of non-discrimination and human dignity in democratic societies. Law Enforcement Agencies face challenges in effectively identifying and addressing these crimes due to implicit biases. The EXODUS Project, led by the Hellenic Police, is implemented over two years, from June 2024 to May 2026. It addresses this gap in the criminal justice system by developing a comprehensive, country-specific system that enhances the response to criminal justice issues and supports victims, all while promoting human rights. The project is funded under the Citizens, Equality, Rights, and Values (CERV) Programme of the European Union, which runs from 2021 to 2027. The CERV Programme aims to promote the EU’s fundamental values, including democracy, equality, tolerance, inclusiveness and human rights by supporting actions that strengthen social cohesion and combat hate and discrimination.

Key project deliverables include:

  • A White Paper, offering public authorities practical tools, including:

          o A guide to Jewish culture and antisemitic terminology.

          o A detailed action plan outlining effective procedures for addressing antisemitic crimes.

          o A framework for providing victim support.

  • Training programs to empower 1,000 professionals from diverse fields with the skills needed to combat antisemitic crimes effectively.

The EXODUS Project aspires to align with the EU Strategy on combating antisemitism and fostering Jewish life 2021-2030 (COM/2021/615 final), creating a model that strengthens criminal justice responses and promotes best practices across Europe.
